When Anthem Blue Cross announced it would raise health insurance rates by an average of 39% this year, they provoked a firestorm of controversy. Ever since, their corporate parent, WellPoint, has been trying to find ways to appease the public without actually abandoning the rate increase plans. Their hope is that we all will eventually forget about it and move on to some other issue, while they continue to do what they've done for the last decade -- gouge us blind.
